Where have you been the last 8 years? Have you heard of Bush/Cheney favorite concept...Unitary Executive? Signing statements? The US government has become so vast that the "administrator" can "administrate" TONS of money right where he wants it...This is nothing new...and if George Will is just now "noticing"...it's because he is a player...

Well, actually, this is probably the first extension of the unitary executive theory into spending. Will does say that Bush has pushed the envelope of executive authority in other ways, but suggests this particular encroachment is new. I would agree.
