But without more evidence, "might" is far as anyone can go.
"Might" is far too much to base a large part of the main convention center entrance on.

The archaeologists and others suggested that Stevens modified the empty cistern and used it to hide fugitive slaves before the Civil War.
They have no absolute proof of that, but there's no way to disprove the idea either.

That has to be the stupidest statement I ever read, and this person is an archeologist?

Did you know George Washington drank water from my spring?.......well there's no way to disprove it…..…is there?
Any archeologist worth 2 shakes would know that to think that cistern was used to hide slaves there needs to be physical evidence or contemporary written accounts ether as private correspondents or public records. There is nothing.
[size="3"]If I'm not mistaken Negros had to be "registered" with the police at that time, so it's unlikely that run a way slaves would be sneaking through downtown Lancaster City.
Did you all catch the spin ”there is no obsolete proof”……there is no proof of any kind…period!

The primary use of a cistern is to collect water. Not a little water. I would have to see some kind of proof it was used for the dry storage of Negroes.
